To enable appointments to Committees and Outside Bodies to be considered. |
2.0 VACANCIES TO BE APPOINTED TO BY POLITICAL GROUPS
2.1 Children and Families Overview and Scrutiny Committee
Mrs Yvonne Methley to replace Mr Andrew Smith as the Church of England, co-opted and voting representative on the committee.
Mr Stephen Jennings to replace Mr Stephen Maltby as the Primary Teacher representation, co-opted and non-voting representative on the committee.
2.2 Transport, Economy, Environment and Enterprise Overview and Scrutiny Committee
Councillor Arnold Warneken to step down from the committee and Councillor David Noland to be appointed in his place.
2.3 Harrogate and Knaresborough Area Planning Committee
Councillor Mike Schofield has stood down from the committee. A review of the proportionality calculation shows that the seat was originally allocated to a North Yorkshire Independent member, although the calculation gave equal weight to both a North Yorkshire Independent and an unaffiliated independent. As such, the newly vacant seat on the committee, therefore, could go to either.
There are no other North Yorkshire Independent Councillors in the area covered by the Harrogate and Knaresborough Area Planning Committee. The seat should then revert to the unaffiliated independents and so in this case Councillor Paul Haslam. Councillor Paul Haslam, however, has declined to take up the seat. As such, the seat can now be offered up to another political group, subject to the agreement of Councillor Paul Haslam and Councillor Stuart Parsons, as the Group Leader for the North Yorkshire Independents.
2.4 North Yorkshire Health and Wellbeing Board
Ali Jan Haider to step down as the representative of the Bradford District and Craven Health and Care Partnership (part of NHS West Yorkshire Integrated Care Board).
Shaun Jones to step down as the representative of the NHS England and NHS Improvement (North East and Yorkshire).
Richard Flinton to step down as one of the five local authority officer representatives.
2.5 Statutory Licensing Committee
Councillor Mike Jordan to be appointed to the North Yorkshire Independent vacant seat on this committee.
2.6 Pension Fund Committee
Councillor John Cattanach to step down from the committee and Councillor Mike Jordan to be appointed.
2.7 Pension Board
Mr Eddie Brass to be appointed to the current vacant position for a Scheme Member representative on the Board.
2.8 Mr John Fletcher to be appointed to the current vacant position for a UNISON representative on the Board.
3.0 APPOINTMENTS TO THE MAYORAL COMBINED AUTHORITY
3.1 Combined Authority Overview and Scrutiny Committee
Councillor Arnold Warneken to step down from the committee and Councillor Kevin Foster to be appointed in his place.
3.2 Councillor Steve Shaw-Wright to step down from the committee and Councillor Bob Packham to be appointed in his place.
4.0 IMPLICATIONS
4.1 There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.
5.0 REASONS FOR RECOMMENDATIONS
5.1 The appointments are to be made by Council as per the Council’s Constitution.

That the Council confirms the appointments to current vacancies on the committees, as per sections 2.0 and 3.0 of the report, as nominated by the political groups.
